1.CALL TO ORDER

The Town of Grand Bay-Westfield Planning Advisory Committee met for a regular meeting on Monday, May 2, 2016 at 8:00 p.m. with Chair, Ralph Stevens presiding.

2.RECORD OF ATTENDANCE

Members absent were: Jim Burke and Theresa Gordon.

3. PLANNING ADVISORY COMMITTEE MINUTES OF APRIL 18, 2016

4.REGULAR COUNCIL MINUTES OF APRIL 11, 2016

“…moved by Cllr. Bev Day to receive and file the Regular Council Minutes of April 11, 2016….”

Seconded by Ron Daigle. Carried.

5.DECLARATION OF CONFLICT OF INTEREST

6. REMARKS FROM THE CHAIR

The Chair requested the following Item be added to the Agenda:

(B) SUBMISSION RECEIVED FROM VICKY LONG DATED APRIL 5, 2016
(C) LETTER RECEIVED FROM CHRISTINE CHISHOLM DATED APRIL 29, 2016

Applicant, Christine Chisholm was present.

“…moved by Cllr. Bev Day the Planning Advisory Committee postpone hearing the item until such time as the Court Action has been resolved. Furthermore, that no further presentations be considered for this item until such time as the Court Action has been resolved….”

8. APPLICATION FOR SUBDIVISION APPROVAL AND VARIANCE
(FRONT YARD SETBACK)
RE: GARY PAULIN – 10 NEREPIS ROAD
(A) DEVELOPMENT OFFICER’S REPORT DATED APRIL 28, 2016
(B) LETTER RECEIVED FROM REBECCA JACOBS DATED APRIL 4, 2016

Applicant, Jean Yves Boudreau was present and gave the following presentation:

His plans are to build two new homes on the property, one for him and one for his daughter;
due to the nature of the property he is requesting a Variance to decrease the minimum front yard setback;
this lot location is better and would look much nicer;
he has taken into consideration Rebecca Jacobs concerns and advised that he will not be coming onto her property during construction.

There was no one present speaking in favor of or against this Application.

1.“…moved by Cllr. Bev Day that the Planning Advisory Committee recommend to Council the acceptance of $ 1,608.81 money in lieu of Land for Public Purposes (cash, money order, certified cheque or debit) for the purposes of creating two new building lots out of PID No. 228817 on Nerepis Road, as shown on the Tentative Subdivision Plan, Paulin Subdivision, Lots 2016-1 & 2016-2 as prepared by DeSaulniers Surveys Inc., dated April 27, 2016, with approval of final Subdivision Plan to be subject to:

a) payment of $ 1,608.81 (cash, money order, certified cheque or debit);
b) recording of Civic Numbers on the Final Subdivision Plan, reflecting Lot 2016-1 as Civic No. 10, Lot 2016-2- as Civic No. 8, and the remnant Lot as Civic No. 6…..

2.that the Planning Advisory Committee approve the following Variances to the Town’s Zoning By-law, Town of Grand Bay-Westfield By-law No. 112 for the construction of two new Dwellings:

a)under Section 8.1.2.3(d), grant a Variance of 0.68 m to decrease the minimum front yard setback of 7.5 m to 6.82 m for the construction of a new Dwelling, to be located on Lot 2016-1, (assigned Civic No. 10 Nerepis Road);
b)under Section 8.1.2.3(d), grant a Variance of 4.64 m to decrease the minimum front yard setback of 7.5 m to 2.86 m for the construction of a new Dwelling, to be located on Lot 2016-2, (assigned Civic No. 8 Nerepis Road)….”

Seconded by Chyann Kirby. Carried.

9. ADJOURNMENT
