1. CALL TO ORDER

The Town of Grand Bay-Westfield Planning Advisory Committee met for a regular meeting on Monday, March 5, 2018 at 8:06 p.m. with Chair, Chyann Kirby presiding.

2. RECORD OF ATTENDANCE

Members in attendance were Chyann Kirby, Jim Burke, Alex Calvin, Theresa Gordon and Acting Development Officer, Bruce Gault.

3. PLANNING ADVISORY COMMITTEE MEETING MINUTES OF DECEMBER 4, 2017

4. REGULAR COUNCIL MINUTES OF NOVEMBER 27, 2017, DECEMBER 11, 2017, JANUARY 8, 2018 AND FEBRUARY 12, 2018

5. REMARKS FROM THE CHAIR

Chair, Chyann Kirby, requested that a motion be made to modify the Agenda numbering, in order to include Declaration of Conflict of Interest, thereby changing the numbers from 5 through 13.

The Chair informed the Committee that Vice-Chair, Ralph Stevens, has resigned from the Committee and that his dedication and service for the past 20 years will be missed by the Committee and the community and wish to thank him for his service.

7. ELECTION OF OFFICERS FOR 2018

12. APPLICATION FOR SUBDIVISION & VARIANCE (LOT AREA)
RE: DIANE & MARK TRECARTIN – 307 WOOLASTOOK DRIVE
(A) DEVELOPMENT OFFICER’S REPORT DATED FEBRUARY 22, 2018

Applicant, Mark Trecartin, was present and addressed the Committee as follows:

 He owns property at 307 Woolastook Drive;
this Application is to sub-divide the back portion of his property fronting onto Beverley Hills Drive for the creation of a new lot.

Present speaking against this Application was Pat Purcell of 3 Beverley Hills Drive. Mr. Purcell addressed the Committee as follows:

He believes that this Application should not be approved, as the lot is not big enough;
his major concern is that there is already a drainage issue in this area and this will cause even more, due to the cutting down . of trees.

Mr. Purcell stated that there will not be a drainage issue, as the water will come down onto his property. Also, proper drainage and sloping will be put in, as per conditions put on the development by PAC.

There was no one present speaking in favor of this Application.

“.…moved by Alex Calvin that the Planning Advisory Committee Grant the following Variance for the purposes of creating one new building lot out of PID No. 00460204 on Woolastook Drive, as shown on the Tentative Amending Subdivision Plan, Beverley Hills Subdivision Lot 17-01 and Lot 17-02, as prepared by DeSaulniers Surveys Inc., dated November 30, 2017:

i)under Section 8.2.1.3 (a)(ii) grant a Variance of 733 m2 to reduce the minimum required lot area from 900 m2 to 167 m2 (per grades in excess of 15% as set out in Section 4.7) …

ii)with approval of Final Subdivision Plan to be subject to:

i. recording of the following Civic Numbers on the Final Subdivision Plan, showing Lot 17-01 as Civic No. 307 and Lot 17-02 as Civic No. 4;

ii. recording of 5 m wide Utilities Easement to follow the frontage of the lot on Beverley Hills Drive and Woolastook Drive as required by NB Power and Bell Aliant;

Subject to: future Development of the new lot meeting all applicable Municipal By-law requirements including: Driveway access approval and sanitary waste water sewer connection approval by the Works Commissioner; and confirmation that the Top of Foundation elevation 750 mm above the centreline grade of the street and swales, rain water leaders and footing drains all be directed to existing storm water drains or drywells located at least 5 m from the new construction and any Engineered Fill to be designed and reviewed by Professional Engineer in the Province of New Brunswick…..”
