1. CALL TO ORDER

The Town of Grand Bay-Westfield Planning Advisory Committee met for a regular meeting on Monday, September 15, 2014 at 8:00 p.m. with Chair, Ralph Stevens presiding.

2. RECORD OF ATTENDANCE

All Members were present.

3. PLANNING ADVISORY COMMITTEE MINUTES OF JULY 21, 2014

4. REGULAR COUNCIL MINUTES OF JULY 14, 2014 AND AUGUST 11, 2014

“…moved by Cllr. Bev Day to receive and file the Regular Council Minutes of July 14, 2014 and August 11, 2014 ….”

Seconded by Jim Burke. Carried.

5. DECLARATION OF CONFLICT OF INTEREST

7. APPLICATION FOR VARIANCE
RE: KYLE T. CAMPBELL – 44 WOOLASTOOK DRIVE
(A) DEVELOPMENT OFFICER’S REPORT DATED SEPT. 11, 2014

Applicant, Kyle T. Campbell was present and addressed the Committee as follows:

His proposal is for the construction of a garage;
he is requesting Variances to keep an existing 12 ft x 12 ft shed in the back yard and consideration of locating the new building close to the road (right-of-way);
existing debris would be removed and the property will be clean and neat.

The Committee stated to Mr. Campbell that in the past, Applications to increase the total lot coverage of all accessory structures exceeding the allowable limit of 75 square metres is rarely approved. He was then asked if he would entertain getting rid of the existing shed in order to construct the proposed garage. Mr. Campbell stated that he would have no problem removing the shed.

There was no one else present speaking in favor of or against this Application.

“…moved by Chyann Kirby that the Planning Advisory Committee APPROVE the following Variance to the Town’s Zoning By-law, Town of Grand Bay-Westfield By-law No. 112, for the location and construction of an accessory structure as per submitted site plan to be located at 44 Woolastook Drive, PID No. 30166854/225573:

a) under Section 8.2.2.3 (d), grant a Variance of 6.02 m to reduce the minimum required front yard set back from 7.5 m to 1.48 m;
b) under Section 5.1.2, DENY a Variance of 18 m² to increase the maximum area for accessory buildings from the maximum of 75 m².…”

Seconded by Jim Burke. Carried.

8. RECOMMENDATION TO COUNCIL ON LAND FOR PUBLIC PURPOSES RE: TENTATIVE SUBDIVISION PLAN, MELODY HAMM & MERRY ATWOOD-MYERS, LOT 14-1, HIGHLAND ROAD
(A) DEVELOPMENT OFFICER’S REPORT DATED SEPT. 11, 2014

Applicant, Melody Hamm was present but did not address the Committee.

There was no one else present speaking in favor of or against this Application.

“…moved by Jim Burke that the Planning Advisory Committee recommend to Council the acceptance of $60.96 (cash, money order or certified cheque) as money in lieu of Land for Public Purposes, for the approval of 1 new residential building lot to be created on Highland Road as shown on Subdivision Plan, Melody Hamm and Merry Atwood-Myers Subdivision, Lot 14-1 as prepared by DeSaulniers Surveys Inc., dated August 19, 2014….”

Seconded by Cllr. Bev Day. Carried.
