1. CALL TO ORDER

The Town of Grand Bay-Westfield Planning Advisory Committee met for a regular meeting on Monday, June 15, 2015 at 8:03 p.m. with Chair, Ralph Stevens presiding.

2. RECORD OF ATTENDANCE

All Members were present. .

3. PLANNING ADVISORY COMMITTEE MINUTES OF JUNE 1, 2015

6. REMARKS FROM THE CHAIR

Chair, Ralph Stevens, welcomed Works Commissioner, Bruce Gault to the meeting filling in for Development Officer, David Taylor.

“…moved by Jim Burke that the Planning Advisory Committee adopt a summer meeting schedule by cancelling the regularly scheduled meetings of July 20, 2015 and August 17, 2015, noting that a special meeting may be called if required, and that a Memo be forwarded to Council advising them of same….”

8. APPLICATION FOR DISCRETIONARY USE (HOME OCCUPATION FOR INTERIOR DESIGN STUDIO)

Applicant, Melissa Foote was present and addressed the Committee as follows:

her Application for Discretionary Use is to operate a small Interior Design Studio in her home, mainly for client design consultation, by appoint only;
she also makes custom made pillows and has modern lighting to showcase;
her main source for marketing will be through social media;
however, she would like to have a drop-in time for the general public from 3:00 pm to 7:00 pm;
she would like to display a small portable sign to advertise her drop-in hours.

There was no one else present speaking in favor of or against this Application.

“…moved by Chyann Kirby that the Planning Advisory Committee APPROVE the request for a Discretionary Use as permitted under Section 8.2.1.2 (c) of the Grand Bay-Westfield Zoning By-law No. 112, to permit Melissa Foote of 6 Ononette Road, PID No. 00228270, to operate an Interior Design Studio to be located within the single family dwelling as per submitted floor plan and site plan, subject to:

a) being limited up to 14.5 m² (156 sq. ft.) in total floor area;
b) no signage other than one non-illuminated fascia sign, up to 0.4 m² in total area;
c) no direct sale of goods on the property not produced or manufactured on the premises;
d) no generation of off-site electrical interference, dust, noise, smoke or traffic;
e) no outdoor storage of materials;
f) no more than one person to be employed who is not a resident of the dwelling;
g) no commercial vehicle other than those permitted under section 6.1.2 of the Zoning By-law;
h) providing two parking spaces in addition to the required minimum (one) single family parking space;
i) be restricted from operating a Group Home, Daycare facility or Tourist Home/Bed & Breakfast on the property at the same time;

and

noting that any Plumbing or Electrical work that is required be issued a Permit by the New Brunswick Department of Public Safety and that an application for a Building Permit be made for the proposed “Change of Use” and signage, (noting the requirement for an additional Commercial Sanitary Sewer User Equivalent charge would only be applied under Category 30 (Other business Establishments), as per Schedule “A” of the Sanitary Wastewater System By-law No. 2 if and when Municipal Sanitary Services are made available to the property for hook-up)….”

9. APPLICATION FOR VARIANCE

Applicant was not present. There was no one present speaking in favor of or against this Application.

“…moved by Cllr. Bev Day that the Planning Advisory Committee approve the following Variance to the Town’s Zoning By-law, Town of Grand Bay-Westfield By-law No. 112, for the construction of an addition to the front entrance to a single family home, located at 23 Crystal Court, PID No. 301405786:

a) under Section 8.2.2.3(d), grant a Variance of 0.16 m to reduce the required Front Yard Setback from 7.5 m to 7.34 m….”

Seconded by Theresa Gordon. Carried.
