1. CALL TO ORDER

The Town of Grand Bay-Westfield Planning Advisory Committee met for a regular meeting on Monday, February 17, 2014 at 8:02 p.m. with Chair, Ralph Stevens presiding.

2. RECORD OF ATTENDANCE

All Members were present with the exception of Jim Burke..

3. PLANNING ADVISORY COMMITTEE MINUTES OF DECEMBER 2, 2013

“…moved by Cllr. Bev Day to accept as presented the December 2, 2013 Planning Advisory Committee Minutes….”
Seconded by Chyann Kirby. Carried.

4. ELECTION OF OFFICERS

Cllr. Bev Day took the Chair for the Election of Officers for 2014 and called three times for nominations for Chair, with one nomination.
“…Chyann Kirby moved to nominate Ralph Stevens for Office of Chair….”
Seconded by Ron Daigle. Nomination accepted.
Cllr. Bev Day called three times for nominations for Vice-Chair, with one nomination.
“… Ron Daigle moved to nominate Chyann Kirby for Office of Vice-Chair….”
Seconded by Alex Calvin. Nomination accepted.
Newly elected Chair, Ralph Stevens, resumed the Office of Chair and presided over the meeting.

5. REGULAR COUNCIL MINUTES OF NOVEMBER 25, 2013, DECEMBER 9, 2013, JANUARY 13, 2014 AND SPECIAL COUNCIL MINUTES OF JANUARY 28, 2014

Seconded by Cllr. Bev Day. Carried.

11. DISCRETIONARY USE APPLICATION (HOME OCCUPATION)

RE: RHETT FENTON & MICHELINE DUBÉ – 38 SUNNYSIDE DRIVE
(A) DEVELOPMENT OFFICER’S REPORT DATED FEBRUARY 13, 2014
Applicants, Rhett Fenton and Micheline Dubé were present. Micheline Dube׳ addressed the Committee as follows:
Her Application is to operate a Gentle Hydrotherapy and Wellness Centre in her home;
she has been operating her business for the past 3 & 1/2 years in Saint John and now wishes to operate out of her home;
they are adding an addition to their home with a separate bathroom for her clients only;
there will only be one client at a time, consisting of 2-3 per week from 3-6 pm in the evening, therefore parking will not be an issue;
she described for the Committee the procedures she will be providing, which include Colon Irrigation, Blood Analysis, and Foot Water Detoxification.
There was no one present speaking in favor of or against this Application.

“…moved by Chyann Kirby that the Planning Advisory Committee APPROVE the request for a Discretionary Use, to permit Rhett Fenton and Micheline Dubé of 38 Sunnyside Drive, PID No. 00458828, to operate a private Wellness Centre, to be located within the single family dwelling, subject to:

a) being limited up to 40 m² (430 sq. ft.) in total floor area;
b) no signage other than one non-illuminated fascia sign, up to 0.4 m² in total area;
c) no direct sale of goods on the property (outside of consultation work);
d) no outdoor storage of materials;
e) no more than one person to be employed who is not a resident of the dwelling;
f) providing two parking spaces in addition to the required (one) single family space;
g) be restricted from operating a Group Home, Daycare facility or Tourist Home/Bed & Breakfast on the property at the same time;
and noting that Plumbing, Electrical and Building Permits are required for the renovations addition and change of use….”
Seconded by Cllr. Bev Day. Carried.
