1. CALL TO ORDER

The Town of Grand Bay-Westfield Planning Advisory Committee met for a regular meeting on Monday, November 17, 2014 at 8:01 p.m. with Chair, Ralph Stevens presiding.

4. REGULAR COUNCIL MINUTES OF SEPTEMBER 8, 2014, OCTOBER 14, 2014 AND OCTOBER 27, 2014

7. APPLICATION FOR DISCRETIONARY USE
RE: AGNES ARSENAULT–18 NEREPIS ROAD
(A) DEVELOPMENT OFFICER’S REPORT DATED NOVEMBER 13, 2014

Applicant, Agnes Arsenault was present and addressed the Committee as follows:

as a retire teacher, she is looking to develop her hobby into a small business
currently selling custom made jewellery at craft fairs
the home occupation will permit her to market the business through advertising including the fascia sign on the building
operation is clean and quiet (starting sales by appointment only) and should have no effect on her neighbours

There was no one else present speaking in favor of or against this Application.

“…moved by Ron Daigle that the Planning Advisory Committee APPROVE the request for a Discretionary Use, to permit Agnes Arsenault of 18 Nerepis Road, PID No. 228437, to operate an Artist Studio for the production and sale of jewellery, to be located within the single family dwelling, subject to:

a) being limited up to 22.3 m² (240 sq. ft.) in total floor area;
b) no signage other than one non-illuminated fascia sign, up to 0.4 m² in total area;
c) no direct sale of goods on the property not produced or manufactured on the premises;
d) no generation of off-site electrical interference, dust, noise, smoke or traffic;
e) no outdoor storage of materials;
f) no more than one person to be employed who is not a resident of the dwelling;
g) no commercial vehicle other than those permitted under section 6.1.2 of the Zoning By-law;
h) providing two parking spaces in addition to the required minimum (one) single family parking space;
i) be restricted from operating a Group Home, Daycare facility or Tourist Home/Bed & Breakfast on the property at the same time;

and noting that any Plumbing or Electrical work that are required be issued Permits by the New Brunswick Department of Public Safety and that a Building Permit be issued for the Change of Use, noting the requirement for an additional Commercial Sanitary Sewer User Equivalent charge be applicable under Category 21 (Retail) as per Schedule “A” of the Sanitary Wastewater System By-law No. 2….”

8. DEVELOPMENT OFFICER’S MEMO DATED NOVEMBER 13, 2014
RE.: PAC TERM EXPIRATIONS

“…moved by Chyann Kirby that the Planning Advisory Committee advise Council that under provisions of the Community Planning Act, three of the Committee Member’s terms are due to expire on January 1, 2014; and that Members, James Burke, Theresa Gordon and Cllr. Bev Day have offered to stand for re-appointment to the Planning Advisory Committee (with a new 3-year term from January 2, 2015 to January 1, 2018) …”

Seconded by Jim Burke. Carried.
